Canada’s ambassador to the United Nations Bob Rae says Russian President Vladimir Putin’s decision to put nuclear deterrent forces on high alert is a “tactic” intended to encourage the West to “back off.”

Speaking to MPs at the House foreign affairs committee on MondayThe provinces and territories for a total of 10,546,540 doses delivered so far, Rae called the move “deeply irrational” and said it should be seen for what it is.
